BetterPolls.com is created by Brian Olson. I wrote about 17,000 lines of Java voting software, though probably only around 7,000-9,000 of that are actively used in the site as it is presently. I distribute the vote counting source code, but I am not at this time giving away the web app layer. It runs on the Apache Tomcat server and has a PostgreSQL back end database.
I'm currently hosting it on an hosted dedicated serve from layered tech. There should be plenty of compute and bandwidth to handle thosands of votes per hour.
I give away vote counting source code and am considering doing small consulting contracts to integrate better elections into other systems such as community/blog websites.

I first got interested in election methods after reading a 2002 Science News article. Being the kind of science and computer nerd that I am, I went about running millions of simulated elections to try and find the best election method. In 2003-04 I was active with the local peace march movement and the Dennis Kucinich campaign. Learning from this political activism it occurred to me to change California's election laws, but my tiny voice of advocacy wasn't quite catching on. I had the idea to get people used to voting in better ways so that eventually they'll demand it for real elections. Thus was born the web tool: BetterPolls.com, where anyone can go and make their own rankings or ratings ballot poll and have it counted with a handful of better election methods.
As of today, BetterPolls.com has been up a little over six months and collected about one thousand votes.

A little update for May 29, 2007. The first vote was cast January 15, 2006 and since then there have been 3122 votes across 125 polls.
2007 July 15. After a year and a half serving it off my iMac G5 at home, I've moved to a hosted dedicated server with plenty of bandwidth. Vote on!
